Then the lake decides the rest of what happens in this suburb. Flooding here arrives slowly, stays a while and spreads wide, which is a different problem from a creek coming over its banks. It also tends to find the same properties more than once, so a repair done cheaply gets done again. That is the argument for doing it properly the first time.
